Fix last commit in nt/makefile.w32-in, which broke bootstrap.

 nt/makefile.w32-in (all-other-dirs-nmake, all-other-dirs-gmake)
 (bootstrap, bootstrap-nmake, bootstrap-gmake, install-addpm):
 Depend on .exe files.
